GOYA (Management, Opportunity, and Lifelong Learning) is a tool with soul, purpose, and future — a technological solution with educational aims, designed and managed by the Vocational Training team of the International Labour Organization (ILO) in Colombia.

This is an interactive space for training in basic, soft, and hard skills, aimed at closing gaps and promoting educational, training, and occupational mobility. Here, you will find different opportunities to acquire new knowledge and strengthen skills that will help you qualify to advance along a path toward income generation and decent work.

Since 2016, the ILO Office for the Andean Countries has developed innovative vocational training programs that have positively impacted the lives of thousands of Colombians, especially young people and victims of the armed conflict.

Public Policy Impact & Evaluations

Over the past eight years, we have developed a public policy methodology.

The programs have strengthened capacities and public policies to close labor gaps and promote decent work. Through a “bottom-up” methodology, they foster technical education, innovation, multisectoral partnerships, and labor inclusion.

In addition, they promote STEAM education, rural development, and peace, strengthening the National Qualifications System and inclusive and sustainable employment policies in Colombia.
